Description:The Sins of Our Cities described how for many children their ‘surroundings were vile, their associates vicious, their homes wretched. ’ Lacking adult moral guidance children were seen as being at risk of succumbing to crime and prostitution. For many social reformers at the end of the 19th century the condition of children was increasingly seen as a barometer for the moral state of the nation.
